   As in title. Attempting to rule with a second hero fails. However, this second hero loses his action and gains 5 experience.

   Running W7 with XP SP3 compatibility

   This bug will be fixed in the next update. The second hero should get a message telling them someone else has already ruled, but be able to select another action.
