I found the fortress, and sent a hero to deal with it. This popped me into fifthhouse_6.xml, without my having dealt with the previous events.
The menu is screwed up. I see
1. Work with Viekas...
The numbers 2/3/4 are all overlapping, and the text is "Attempt to gain an audience"
5. Ignore the fortress.
I selected #5, and we'll see if I get to see the previous events as I continue to explore the map.

This is a bug, although not quite what you're thinking.
There are some choices in some events which are only available if certain conditions are met. Because you went straight to the fortress, some of the choices weren't there. The bug is that the numbers still show up as opposed to that there are choices missing.
We know where this occurs, so you should be able to ignore it for now.
