Um... Is there any disadvantage to having lots of people on the council? If there is not, then I think there is a severe game inbalance. Clearly, I have one hero issuing a Rule order, to earn the 10g. I have other heroes dedicated to having 4 children and then raising them. Then having 4 more children, then raising them. Repeat until they die of exhaustion.
So, out of every four children in a generation, I have one reproducing. What do the other three do? Practice, practice, practice. At 50exp/year, by the time they are age 40, they will have earned 1100exp. Around 100 years into the game, I can 4X my way into having a Council with as many heroes as I can stand with maxed-out skills.
Suggestions on how to limit this:
1. Tie in council members to maxpop. To add a 7th member, maxpop>200,000. 8th member requires 250,000. This will slow the minixmaxer down, because they must divert money from cultural upgrades and military training.
2. Factionalism. Too many council members leads to civil strife and unhappiness.
3. KoDP had an event, "Tula bursting at the seams!" where you were asked to hive off some leaders and population to form a new tribe.
