You're already dynamically modifying the Map selection menu, with the "The selected hero has already acted this turn." and the co-ordinates. I suggest the following:
If someone has already ruled the city, don't allow it as an option.
If they aren't wounded, don't let them rest.
If no children will benefit from parenting, don't allow the parent to select it.
