Both of these will allow for better reporting and reproduction of P1 bugs.

This will again help me make better bug reports.

Given unlimited Council members, and a working save/load function, I forsee a population explosion!

Notice this is last on my list. I've gotten my $5 worth with an evening of playing the game as-is complete with crashes. But because of the crashes, I haven't experienced all the events yet...
